º Los empleados públicos que organicen, dirijan, promuevan, fomenten, estimulen o participen en cualquier forma al margen de la ley en el cese total o parcial, continuo o escalonado de las actividades normales de carácter laboral o de cualquier otro orden, se les aplicará la sanción establecida en el artículo 15 de la Ley 13 de 1984.
