º Los contratos de préstamo de que trata el artículo anterior, serán suscritos por el Presidente de la República y el Ministro de Hacienda y Crédito Público, en nombre de la Nación, o por el Ministro de Hacienda y Crédito Público conforme a las normas de delegación vigentes y por el representante de la entidad prestataria. Se perfeccionarán mediante su publicación en el DIARIO OFICIAL, requisito que se entiende cumplido en la fecha de pago de los derechos correspondientes por cuenta de la entidad prestataria.
