De la realización de los concursos por las juntas administradoras de los fondos educativos regionales. Los concursos para ingreso o ascenso del personal administrativo en empleos de carrera de los Fondos Educativos Regionales, Centros Experimentales Piloto, Oficinas Seccionales de Escalafón o Equipos de Educación Fundamental, serán realizados por las Juntas Administradoras de los Fondos Educativos Regionales, teniendo en cuenta las normas generales sobre carrera administrativa contenidas en los Decretos extraordinarios 2400 y 3074 de 1968 y la Ley 61 de 1987.
