Artículo cuarto. Los trabajos en los frentes de pavimentación que se establecen en el artículo 1° de este decreto se llevaran a cabo por administración directa de las zonas de conservación de carreteras nacionales o por contrato, según lo determine en cada caso el Ministerio de Obras Públicas.
