Artículo segundo. Terminados los trayectos enumerados en el artículo anterior, la pavimentación en cada departamento continuara adelantándose en la carretera troncal de la cual forman parte los sectores citados en el artículo anterior, si el Ministerio no dispone, por circunstancias especiales, cambiar este frente de trabajos, dentro del mismo departamento y en las vías indicadas en la Ley.
