ARTICULO 4o . El artículo 10 del Decreto 129 de 1991, quedará así: Artículo 10. El Ministerio de Hacienda y la Contraloría General de la República establecerán antes del 25 de febrero de 1991 un plan que defina los mecanismos a través de los cuales se garantice que el costo de los servicios personales de la Contraloría, no exceda del 22% con respecto a los costos de 1990.
