Las franquicias telegráficas serán efectivas en el servicio; radio telegráfico únicamente en los lugares en Sonde no haya estación telegráfica de alambre. En los lugares en donde haya servicio telegráfico y radiotelegráfico, sólo cursarán por éste los despachos oficiales en caso de daños en las líneas.
