Les es prohibido a los Telegrafistas de las oficinas repetidoras y a los de las destinatarias, discutir o rechazar cualquier telegrama que les sea transmitido sin pago de porte, pretextando que no está de acuerdo con las disposiciones sobre franquicia, pero tendrán el deber de dar cuenta al Ministerio de Correos y Telégrafos de las irregularidades que observen, por el correo inmediato siguiente, remitiendo copia del respectivo despacho o mensajes pena de incurrir en una multa igual al valor del mismo.
