Cuando a un Telegrafista u Oficial de Recibo se presente por un funcionario o entidad que tenga franquicia, para que le sea transmitido, un telegrama que en su concepto deba rechazarse, de acuerdo con las disposiciones reglamentarias, lo devolverá al expedidor; pero si éste insistiere por escrito, le dará curso siempre que, se deposite provisionalmente el valor, mientras se califica por el Misterio del ramo, al cual debe remitirse en copia por correo para ese efecto.
