° Los telegramas oficiales deberán llevar, el sello y la firma autógrafa de la autoridad o funcionario que los expida, procedida del título, del cargo que desempeña el expedidor. Podrá no exigirse el requisito, del sello cuando la autenticidad del telegrama no dé lugar a duda.
