° Los empleados que dieren curso franco a despachos que no deban tenerlo, incurrirán en multa igual al valor del despacho, que impondrá el funcionario que revise las cuentas, y si éste no lo hiciere, incurrirá en la misma sanción artículo 3°, de la Ley 48 de 1921,
