Para la vigencia fiscal del año 1991, se podrán proveer solamente veintinueve (29) cargos de acuerdo con las necesidades del servicio y cuyo valor mensual por concepto de asignaciones básicas no exceda la suma de seis millones novecientos treinta y un mil quinientos pesos ($6.931.500.00) moneda corriente.
