ARTICULO 10 . Durante el presente año, la Contraloría General de la República, no utilizará el valor de los 400 cargos de su planta de personal, actualmente vacantes con el objeto de que el incremento por servicios personales no sobrepase en ningún caso el veintidós por ciento (22%) de los costos de 1990.
