El Incora, en desarrollo de la facultad a que hace referencia el artículo 3º de este Decreto y en virtud de información o queja formulada por autoridad del orden municipal, departamental o nacional, de las Juntas de Defensa de Terrenos Comunales o de cualquier ciudadano, adelantará los trámites administrativos tendientes a deslindar y obtener la restitución de las sabanas y playones comunales que hayan sido ocupados por personas naturales o jurídicas en cualquier tiempo sin el lleno de los requisitos legales.
