º COMPETENCIA. El Instituto Colombiano de la Reforma Agraria, en desarrollo de sus funciones y en especial de la que le confiere el literal m) del artículo 3º de la Ley 135 de 1961, procederá a

Deslindar las tierras pertenecientes al Estado, de las tierras de propiedad privada cuando hayan quedado al descubierto por desecación provocada o artificial de lagos, lagunas, ríos, ciénagas o depósitos naturales de agua.

Regular el uso y manejo de "playones y sabanas comunales".
