º La situación de anormalidad deberá ser previamente calificada por el Consejo Nacional de Seguridad, con la asistencia y participación del Procurador General de la Nación, quien la comunicará al Presidente de la República, al Gobernador, Intendente o Comisario respectivo, con el fin de que procedan a suspender al Alcalde y a designar al miembro de las Fuerzas Armadas que deba reemplazarlo.
