El presente decreto rige a partir de la fecha de su publicación y deroga las disposiciones que le sean contrarias, especialmente el artículo 78 de la Ley 938 de 2004 y parcialmente su artículo transitorio 1º, en cuanto se refiere a la disminución gradual de la planta para los años 2006, 2007 y 2008, y el artículo 7º de la Ley 1024 de 2006.
