ARTICULO 31 . El régimen de asignaciones señalado en el presente decreto no podrá ser incrementado en ningún caso por las autoridades u organismos departamentales, municipales, intendenciales, comisariales y del Distrito Especial de Bogotá, ni por las Juntas Administradoras de los Fondos Educativos Regionales.
