ARTICULO 17 . EI presente Decreto rige a partir de la fecha de su publicación, deroga las disposiciones que le sean contrarias; modifica en lo pertinente los Decretos-ley 1042 de 1978, 90 de 1988, 10 de 1989 y 50 de 1990 y los que los modifican o adicionan, y surte efectos fiscales a partir del 1º de enero de 1991, salvo lo dispuesto en el artículo 9º del presente Decreto.
