Los responsables del impuesto sobre las ventas que, a la fecha de expedición de este decreto, no se hubieren inscrito o no hubieren declarado por primera vez, estando obligados, podrán inscribirse hasta el 31 de octubre de 1974 sin que se les practique liquidación de aforo ni se les aplique sanción alguna por los impuestos causados hasta la fecha de vigencia de este decreto.
