El presente Decreto rige a partir de la fecha de su publicación y deroga el Decreto-ley 89 de 1984 y demás disposiciones que le sean contrarias y surte efectos fiscales con fecha 1 de enero de 1989, con excepción de las vigencias específicas establecidas en este Decreto.
