La Orden del Mérito Sanitario "José Fernández Madrid", fue creada por el Decreto 2423 de 1950 (julio 22) y reglamentada por el Decreto 805 de 1952 (marzo 27), con destino a señalar y recompensar los actos de heroísmo, los servicios eminentes, los trabajos de investigación científica, el espíritu militar y el compañerismo de los miembros de la Sanidad Militar Colombiana La condecoración ostenta las categorías enunciadas en el artículo 30.
