OTORGAMIENTO. La condecoración puede otorgarse en cada categoría, a las personas que reúnan las calidades establecidas en el artículo 37 del presente reglamento. La condecoración "Orden del Mérito Naval Almirante Padilla", se confiere preferencialmente al personal de la Armada Nacional; sin embargo, se puede otorgar a los miembros de las otras Fuerzas cuando han prestado a la Armada, servicios que los hagan acreedores a este honor.
