ORIGEN Y CATEGORÍAS. La Orden "Del Mérito Naval Almirante Padilla" fue creada por el Decreto 2409 de 1947 (julio 8) y reglamentada por Decreto 805 de 1952 (marzo 27), para recompensar los actos de valor, las acciones heroicas, los servicios eminentes y los servicios profesionales distinguidos, la disciplina ejemplar y el compañerismo del personal de la Armada. La condecoración ostenta las categorías enunciadas en el artículo 30.
