PROMOCIÓN. Cuando con posteridad al otorgamiento de la Orden Militar de San Mateo en la categoría de Segunda o Tercera Clase, el militar distinguido ha ejecutado una nueva acción de valor que le de derecho a la categoría siguiente, puede el Presidente de la República, mediante la apreciación de los hechos, decretar la promoción dentro de las formalidades establecidas en el artículo 14.
