Artículo tercero. Las Aduanas de la república no aceptarán esta clase de declaraciones consulares, sino mediante la presentación, en cada caso, de un certificado exigido por el Consulado respectivo, en el que conste la circunstancia de no haber existencia de los formularios legales respectivos, para extender las facturas consulares.
