Artículo segundo. La excepción consagrada en el artículo anterior no exime al despachador de la mercancía, de la obligación de presentar la declaración consular, de acuerdo con las disposiciones vigentes sobre la materia, la cual podrá presentarse y autorizarse en cualquier clase de papel.
