Los contratos que se celebren para ejecutar los recursos que el Fondo de Solidaridad y Garantía, Subcuenta Eventos Catastróficos y Accidentes de Tránsito destine para atender los proyectos para hacer frente a la situación de emergencia en los municipios a los que se refieren los Decretos 195 y 223 de 1999 se celebrarán conforme al derecho privado, sin perjuicio de que en los mismos puedan incluirse cláusulas excepcionales, las cuales se regirán por lo dispuesto por la Ley 80 de 1993.
