El Fondo para la Reconstrucción y Desarrollo Social del Eje Cafetero podrá igualmente otorgar apoyos o subsidios a la tasa de interés de los créditos que se otorguen para financiar la construcción o reconstrucción de hospitales, centros de salud y escuelas en la zona a la que se refieren los Decretos 195 y 223 de 1999. El Fondo de Reconstrucción y Desarrollo Social del Eje Cafetero deberá contemplar en sus planes y proyectos el manejo integral del saneamiento básico.
