Para programas de reconstrucción, rehabilitación y desarrollo de los municipios señalados en los Decretos 195 y 223, ambos de 1999, el Fondo para la Reconstrucción y Desarrollo Social del Eje Cafetero podrá realizar operaciones de crédito público, asimiladas a crédito público, de manejo de deuda y conexas y de tesorería, las cuales se sujetarán al régimen previsto para este tipo de operaciones.
