El permiso a que se refiere el artículo anterior sólo podrá ser concedido a los taxis que se encontraban vinculados a empresas o a las vehículos escolares hayan obtenido permiso por la autoridad competente de los municipios previstos en los Decretos 196 y 223 de 1999.
