Durante los años 1999 y 2000, el precio de los arrendamientos de los inmuebles urbanos ubicados en los municipios a los que se refieren los Decretos 195 y 223 de 1999 y a los cuales no se aplique el artículo 518 del Código de Comercio, no podrá exceder del uno por ciento del valor comercial, el cual a su turno no podrá ser superior a dos veces el avalúo catastral. Los inmuebles destinados a vivienda urbana continuarán sujetos a la Ley 56 de 1985.
