Por el término de un año contado a partir de la publicación de este Decreto, los recursos que el Instituto de Fomento Industrial, IFI, debería invertir en "Títulos de Desarrollo Agropecuario", serán destinados por dicho Instituto para abrir una línea de redescuento o crédito para la financiación de capital de trabajo en los municipios a que se refieren los decretos 195 y 223 de 1999, en las condiciones que fije su Junta Directiva.
