Autorízase al Fondo de Garantías de Instituciones Financieras para establecer, con cargo a los recursos del Fondo para la Reconstrucción y Desarrollo Social del Eje Cafetero, una línea de redescuento de créditos otorgados por los establecimientos de crédito a constructores para financiar proyectos de vivienda de interés social que se desarrollen en los municipios a los cuales se refieren los Decretos 195 y 223 de 1999.
