DECLARACION DE TESTIGOS. Los testigos que se hallen a menos de cinco (5) leguas del lugar donde resida el Congreso, darán sus declaraciones ante el Senado o su Presidente, si así lo dispusiere aquél cuando se haya reservado la instrucción del proceso, o ante la comisión instructora, cuando se le haya conferido dicha instrucción. Los testigos que se hallen a cinco o más leguas de distancia, lo mismo que los impedidos declararán ante la autoridad a quien designe el Senado o la Comisión instructora esta diligencia.
