INDAGACION OFICIOSA DE LA CAMARA DE REPRESENTANTES. La Cámara de Representantes, en ejercicio del carácter de fiscal que la Constitución le da, puede inquirir, por si o por medio de una comisión de su seno y para los efectos de acusar o abstenerse de hacerlo, los hechos criminosos y la conducta oficial de los funcionarios respectivos.
