ACUSACION DE LA CAMARA DE REPRESENTANTES. El juzgamiento de los funcionarios públicos, que de acuerdo con la Constitución Nacional, son justiciables por el Senado, se hará siempre mediante acusación de la Cámara de Representantes, que en tal caso actúa como fiscal. Cualquier ciudadano puede denunciar ante la Cámara de Representantes las infracciones de la ley penal cometidas por los empleados públicos que sean justiciables ante el Senado.
