FUNCIONARIOS COMPETENTES. El derecho de Habeas Corpus puede invocarse ante cualquier juez penal del lugar donde se encuentre el aprehendido, o ante el juez penal del municipio más próximo cuando la captura ha sido ordenada por el único juez penal que labora en el municipio. De la misma manera procederá durante la vacancia judicial.
