NOTIFICACION POR CONDUCTA CONCLUYENTE. Cuando se hubiere omitido notificación, o se hubiere hecho en forma irregular a quien debió hacerse personalmente, se entenderá cumplida para todos los efectos, si la persona hubiere actuado en diligencia o trámite a que se refiere la decisión, o interpuesto recurso contra ella.
