QUIENES ADMINISTRAN JUSTICIA PENAL. La administración de justicia en el ramo penal se ejerce por la Sala de Casación Penal de la Corte Suprema de Justicia, las Salas de Decisión Penal de los Tribunales Superiores de Distrito Judicial, el Tribunal Superior de Aduanas, los Jueces Superiores, los Jueces de Circuito, de Instrucción, Municipales, Territoriales, de Menores, Penales y Promiscuos y los Jueces de Distrito Penal Aduanero. En casos especiales se ejerce por el Congreso. Los Tribunales Militares conocerán de los procesos por hechos cometidos por los militares en servicio activo y en relación con el mismo servicio.
