º Podrán declarare por parte de la Junta Directiva del Instituto Colombiano de la Reforma Agraria, como reservas territoriales especiales del Estado, los terrenos baldíos situados en zonas aledañas o adyacentes a las exploraciones y explotaciones petroleras o mineras, los cuales en consecuencia, no podrán ser adjudicados a ningún título a los particulares.
