La administración y utilización de los bienes muebles de los institutos docentes, estará bajo la responsabilidad del Director o Rector del plantel y del respectivo empleado de manejo y no podrán ser transferidos ni asignados a otras instituciones sino con la autorización de la Dirección General de Construcciones Escolares del Ministerio de Educación Nacional, siguiendo las normas de la Contraloría General.
