º Corresponde a la Junta Administradora del FER, las facultades de nombramiento, remoción, administración de personal subalterno del CEP, acto administrativo que será expedido por el Gobernador, Intendente, Comisario o Alcalde Mayor de Bogotá, D. E., en su calidad de Presidente de la Junta y agente del Gobierno Nacional. El Director del Centro Experimental Piloto será el jefe de personal para todos los efectos legales.
