º Se declarará la extinción de la acción penal en favor de los nacionales colombianos que hayan sido o fueren denunciados o procesados por hechos que puedan ser constitutivos de los delitos políticos de rebelión, sedición, asonada y los conexos, respecto de los cuales no se hubiere dictado sentencia condenatoria ejecutoriada, siempre que se reúnan las condiciones establecidas en el Título I.
