º Entiéndese por delitos políticos los tipificados en el Código Penal como rebelión, sedición y asonada y los delitos conexos con los anteriores. Lo dispuesto en este Decreto no se aplicará con relación a los genocidios, a los homicidios cometidos fuera de combate, con sevicia o colocando a la víctima en estado de indefensión, ni a los actos de ferocidad o barbarie.
