º Conságranse la extinción de la acción penal y de la pena en favor de los nacionales colombianos autores o cómplices de hechos constitutivos de delitos políticos, cometidos antes de la vigencia del presente Decreto, siempre que se cumplan las condiciones, exigencias y requisitos establecidos en el mismo.
