ARTICULO 19 . De la modificación de la convocatoria. La convocatoria es norma reguladora de todo concurso. No podrán cambiarse sus bases una vez iniciada la inscripción, salvo cuando se trate de modificar la fecha, hora y lugar en que se iniciará la aplicación de las pruebas.
