ARTICULO 5o. De las condiciones para el ingreso, permanencia y ascenso . Para el ingreso, la permanencia y el ascenso en los cargos se tendrán en cuenta los méritos, la eficiencia y la moralidad en el desempeño de las funciones, sin que la filiación política, el credo religioso o consideraciones de otra índole puedan tener ingerencia alguna.
