Las retenciones de que trata el presente Decreto se realizarán en las oportunidades en que, de acuerdo con la ley, corresponde hacer los giros a los municipios. Las sumas retenidas serán giradas directamente por el Ministerio de Hacienda y Crédito Público a las entidades acreedoras. En caso de obligaciones a favor de la Nación, el Ministerio de Hacienda y Crédito Público hará las aplicaciones contables necesarias para abonar a la obligación hasta por el monto de lo retenido.
