Cuando el municipio o el Distrito Especial de Bogotá incumplan los acuerdos a que hubieren llegado con el Ministerio de Hacienda y Crédito Público sobre la forma de pago de los saldos vencidos, el Ministerio de Hacienda y Crédito Público mediante resolución motivada, ordenará realizar las retenciones del incremento de la participación en el impuesto a las ventas que le corresponde al respectivo municipio o al Distrito Especial de Bogotá.
